Impact of Donald Trump on the East and West The Weakening West: Opportunities for the East The West in the Era of Trump As the first quarter of the 21st century unfolds, there are many signs that the West, led by the United States of America, is struggling to maintain it’s dominant influence in the world. After the end of World War II, in 1945, the United States of America played a central role in encouraging the economic and governmental cooperation between countries of Western Europe, Canada and itself. As time moved on, this union of peace grew to incorporate other countries, and through it all, the United States has been the heart of the system. The system created has been truly unique with respect to the shared values, common goals, economic successes and mutual respect shared between these countries. However, this new, and often termed liberal world order, which has been defined, dominated and nurtured by the United States, continues, in recent years, to be challenged in a way that increases the likelihood that the West will be weakened as the dominant power in the unfolding 21st century. Factors within and external to the West will play key roles in the weakening of its hold.   First, the strength and unity of the United States itself, as the leader and defender of the liberal order, is now in crisis. This crisis of unity and rise in populism now extends beyond the borders of the United States to other key nations of the western world, further eroding the very values, policies and institutions that define the West. Second, the presence of weakened, unpredictable and misguided leadership in the United States is having a profoundly negative impact on the future of the United States as the leader of the West. And finally, China in the East, sits poised to challenge what is already a weakened international order. It is a time of great challenge for the West and it appears that the liberal world order, as known today, will be weakened in the coming decades.  Ã‚  Ã‚  Ã‚   The last couple of years have given us cause to observe that important challenges in foreign policies seem to be coming more from within the countries themselves than from between the countries in the West.[1] In 2016, two powerful nations that have played key roles in the creation of the liberal order, the United States and the United Kingdom, appear to have turned away from this ideal. The rise of populism has been exemplified by the election of President Trump in the USA and the exit of the UK from the European Union, or Brexit. Populism is best described as a commitment to strong leaders and a disdain for powerful institutions and limits on sovereignty.[2] It suggests a suspicion and hostility aimed at elites, mainstream politics and well- established institutions.[3] Of course many of those very institutions are at the heart of the liberal world order such as the United Nations, the European Union, the World Trade Organization, and others. Through these institutions we have enjoyed peace, safety, and economic stability.   Under Donald Trump, a populist leader, he has convinced many that he is there for the people, that he will save them and that he eschews the important institutions as unnecessary, expensive and unhelpful to the people. The very middle class that the liberal world order has helped to create are now turning against it. The working class resent the elite and rich and believe that they gain from international institutions and gain favor with higher ups in government.   â€Å"America first† was a slogan that has become the new reality of the USA. In the case of Brexit, the British government under the leadership of David Cameron held a referendum on whether or not Britain should leave the European Union. To the shock of the world a majority voted to leave. As with the pro-Trump supporters, the pro-Brexit supporters believed that such dramatic change, in this case leaving the EU, was essential to restore the very identity of the country and its people. The â€Å"Take Control† slogan appears to have convinced many. It appears that the populist movement, in which a large segment of the poor and working-class population becomes anti-establishment and anti-elite has voted against the mainstream political leanings, once again. The very Union that has brought us peace for the last 70 years is now under growing strain.[4] The impact of leaving the European Union remains to be seen for Britain itself, but this action most certainly weakens the very unified Europe that we have all counted on as a powerful component of the liberal world order of the West. With the recognition of the United States as the historical nurturer and leader of the West it is logical to expect that the President of the United States would espouse principles of mutual respect and cooperation with the other countries of the West, in addition to shared beliefs and goals. With the election of Donald Trump the very leadership of the country, and of it’s future and of the West is threatened. Trump appears to see the United States cooperation with the greater West as somehow costing the country more than it is benefitting it. Two significant decisions by Trump since coming into office illustrate just how seriously he seeks to appeal to his domestic base, regardless of its impact beyond the country’s borders. Trump recently announced a decision to withdraw the United States from the Paris Climate Agreement. In 2015, 195 countries attending the Paris Climate Conference adopted the first ever universal global climate deal. The main goal of the agreement is to keep global average temperatures from rising 2 degrees by the end of the century. Beyond 2 degrees promises catastrophic weather changes threatening man’s very survival. For the U.S. the pledge they made was to reduce 26 to 28 percent greenhouse gas reductions by 2026. The agreement is to create a culture of accountability and hopefully some peer pressure between countries will be at work. President Trump’s decision to withdraw has many believing, including Former Energy Secretary and US negotiator for the Paris Climate Agreement, Ernest Moniz, that his decision is more about politics, even about theatre, than it is anything to do with climate.[5] Again, he is playing to his domestic base at home, focused on the United States, with little regard for other countries, or for the world at large. Without the United States there is no doubt that the Agreement will be weakened, not to mention the remarkable coalition of all but two countries, who worked so hard to come to such a remarkable agreement. On the first day of President Trump’s presidency he also pulled the United States out of the Trans-Pacific Partnership Agreement. This is a trade agreement between twelve countries, responsible for 40% of the world’s trade, that border the Pacific Ocean. They signed up to this agreement in 2016.  Ã‚   The agreement was ultimately aimed at helping these countries to encourage trade between them and to deepen their economic ties. It is believed that this deal, once ratified, would have supported greatly the United States’ position in the Asia-Pacific region, where China’s influence is being felt more and more.[6] Trump called it a â€Å"horrible deal† when on the campaign trail and claimed that it aims to benefit big business and other countries and that, in the process, jobs in the United States would be threatened. While the USA now appears focused on its domestic interests, far from it’s previous role as the leader of the West, China now sits poised to replace the West as the new world leader. Gideon Rachman, in his new book Easternization writes of a transformed Asia. In his words, â€Å"the West’s centuries-long domination of world affairs is now coming to a close.†[7] China, a country of enormous population and administrative determination, is on the move to take advantage of the refocusing of the recent United States administrative decisions and to assume control as the Eastern leader. In 2014 China became the worlds largest economy.[8] A fast expanding military   speaks to the confidence the leaders have in it’s own strength with respect to the United States and its own neighbors. China’s President Xi Jinping dedicates far more time visiting the People’s Liberation Army headquarters than his predecessors and clearly has as a mandate to develop new military policies and bolster Chinese Communist Party propaganda.[9] China is claiming ownership of waters claimed by other eastern countries and is building artificial islands and sending airplanes and ships to challenge fishing boundaries and oil resources. Many ongoing decisions of the United States administration bear evidence of their apparent willingness to forfeit power and leadership to China, in exchange for building their internal appeal to the general populous. Removing itself from the Paris Climate Agreement has left China the opportunity now to move forward with leadership in this area and to pledge new partnerships with members of the Agreement. Likewise, a few weeks after the United States removed itself from the Trans-Pacific Partnership China sent high-ranking diplomats to meet with the remaining members of the partnership to discuss forming a new regional trade partnership with China, rather than the United States, as a member.[10] Just this week an article appears in Foreign Affairs in which Casarini writes about â€Å"A New Era for EU-China Relations?-How They Are Forging Ahead Without the United States†. He details several ways in which China is recently working with the EU. Beijing is trying to charm Europe through investments. Europe is now the top destination for Chinese foreign investments, surpassing the United States. Both China and the EU have pledged to continue efforts to reduce pollution and combat rising sea levels even, without the United States. Casarini believes it is likely that the EU and China will foster ties on security and defence as well. However, he points out quickly that â€Å"A China-EU alliance would be more a marriage of convenience than a solid partnership—one that is facilitated by Brexit and that revolves around a shared antagonism for Trump.† The future of the West, with the United States in a leadership role, faces major threats and, on it’s current trajectory, stands to weaken as the 21st century unfolds. With the President of the United States working to remove his country from agreements focused on the collective welfare of many countries, in favor of pleasing his own voter base, combined with the rise of populist governments within the West, the future does not look hopeful. With the West weakened and lacking leadership, the East is well poised and stepping forward to strengthen it’s leadership on many fronts, including areas of economics, security and climate. It may be that China will forge alliances with members of the existing West, but one thing is certain, the West as it has been known until recently, will not exist and the future remains unclear.   Endnotes [1] Jeff D. Critical Review for a Research Article Based

INTRODUCTION English language is the main international English. It is also said that English is the language of progress and development. In this age of internet and globalization, the use of English has increase tremendously. Most of the non-speaking English countries take great importance in English education. China and Malaysia being one of them. Ministry of Education (MOE) in Malaysia has been trying for years to improve the standard of English language especially in communication and writing by implementing efforts such as research on methods that could be applicable in Malaysian schools.English language has been accorded for second language in Malaysia as stated on Article 152 and been given due attention for years. Teaching English can be declared as challenge in Malaysia because the subject has always been argued, doubted, changed for many times that the issues has never been completely resolved. Meanwhile, MOE keep trying to improvise the teaching and learning process in sc hools from early education to the highest level by employing suitable means and aids such as bringing in modern teaching methods from Western countries.Communicative teaching methods and grammar-translation has been discussed, implemented on English language teaching in China based on the article by Jin, Singh, and Li (2005). This paper will provide the critical review of it, and the relevance of the methods in Malaysian Schools. 2. 0 COMPARISON BETWEEN COMMUNICATIVE LANGUAGE TEACHING AND GRAMMAR-TRANSLATION Based on the article by Jin, Singh and Li (2005) the CLT and Grammar-Translation method might not be applicable to all teaching situation.While the final result of the study was in favour of CLT methods, the gaps between the results on test paper for two groups are low. Futhermore, the research done by Rao (2002) concluded that students claim that using Grammar-translation method will be more suitable for class session in China. Since teaching is deeply rooted in the local philo sophy, culture, and basic concepts of education, the students’ learning styles and habits in language acquisition must be considered. Although the grammar-translation method is out of favor, students accustomed to this method may still derive benefit from it. Feature Article  Country School  Allen CurnowFor example, Chinese students generally show great interest in language structures and linguistic details when they are learning a language. â€Å"We would like to know what happens, because if we understand the system, we can use English more effectively† (Harvey 1985). Therefore, in teaching English to Chinese students, appropriate grammar analysis is essential, especially for beginners. Limited utilization of translation from or to the target language is an indispensable part of teaching. Vocabulary work and pattern drills are also ways of familiarizing the student with sentence structures.This information helps learners acquire linguistic competence. The main features of GT are: 1. It is teacher centred and does not cater for the learner’s individual needs 2. The emphasis is on grammar learning through verb drills, the translation of written texts and the memorization of wordlists 3. The focus is on the product rather than the process of learning; 4. Language is viewed as a body of knowledge rather than an instrument for communicating and functioning effectively in the real world 5.Linguistic practice is confined to the memorization of words and rules 6. Instruction aims at the mastery of the written medium rather than oral communication 7. Accuracy rules over fluency 8. Correction is all-out and punitive 9. The L2-model adopted is elitist and so is the educational philosophy 10. Feedback on learner performance is not likely to be helpful as it is solely accuracy-based But instead of teaching grammar traditionally and drilling grammar patterns, teachers need to relate teaching grammar and pattern drills to meaning and use.In other words, language structure practice should be used in contexts that involve some basic principles of appropriateness. This is the exact area that the traditional ESL teaching has long overlooked—teaching English for a communicative purpose. Thus, English teaching should be partly communicatively oriented, so students can acquaint themselves with appropriate language usage. the main pedagogical principles advocated by CLT are: 1. It is pupil-centred rather than teacher-centred 2 The emphasis is on communication and effective interactional skills 3.The focus is on the process rather than the product of learning; 4. Language is viewed as a skill to learn rather than a body of language  to pass on to the pupil 5. Linguistic practice occurs through communicative activities 6. Instruction aims at the mastery of all of the four core language skills 7. Fluency rules over accuracy 8. Correction is selective and non-judgmental 9. The L2-model adopted is flexible and can deviate from the L2-standard Form 3. 0 RELEVANCE TO MALAYSIAN SCHOOLS. In Malaysia, the teaching of English language starts early, as early as in kindergarten between the ages of 4 to 5.Students were exposed to many kinds of teaching methods from the traditional approach such as gra mmar-translation and towards more modern one like CLT. It is common for teachers to support the one that is more effective and theoretically sound basis for teaching. After independence, the changes was made for education in Malaysia where instead of using English language in school, the medium of teaching and learning process changes to Malay. Thus, affecting the teaching methods in Malaysia where teachers will provide materials and lecturers to students and teacher-centred classroom were practiced.Malaysia introduced the communicative syllabus in 1970. Back then, the study of grammar was considered not ‘fashionable’ and out of date. Students were not taught how to build correct sentences in English. Too much emphasis was placed on spoken English. Role-play and how to respond to given situations took centre stage. CLT method is one of the famous methods used by teachers and claimed to be more effective rather than GT. Krashen and other SLA theorist stress that language learning comes about through learning language communication rather than through practicing.Johnson (1984) and Littlewood (1984) consider that the acquisition of communication competence in a language is an example of skill development. On the other hand, the draw backs from this method are the need of an authentic materials and interaction between learners with them using only the target language as means of communication. Comparing to schools in urban area, most of the schools in rural area lacks the means of these authentic materials and ready interaction from outside. Malaysian people used Malay, Chinese, and Indian to communicate especially in rural area where English has not been used at all.This in turn will affect the communication grasp of students in rural schools where the proficiency in English are low. Thus, in turn, students will refuse to join in the interaction by being silent and it will hinder the teaching and learning process as they cannot catch up to the class lesson. The students in rural school still depend on teacher translation as their lack of exposition to English language will lower their proficiency. They could not speak the language fluently and need to learn the language structures and understand it from basic and practice by their own.It is different for students enrol in urban area where they were pre-disposed to the languages already. Most of them start to learn English from child where their cultural environment and socio-economy were contrasting from students from rural schools. They might have help with their parents and family and the more modern school system in the city. Technologies were blooming in this area where the students’ proficiency is slightly higher. Because they might be aware of the language and have practice them, communicative approach can be adapted to their teaching and learning process.But even so, teachers claimed that practising CLT method in class will take too much time and works as it requi re complete involvement from all students because of its learner-centred style. Because of this, the lack of practice will somehow affect the learning of the grammar structure and glaring mistakes from students for writing will form as CLT method is divulging more into developing students’ communicative approach. Yes, their speaking skill will be better as will their listening skill but that will not promise them 100% correctness in spelling and grammatical uses.The solutions to this are that both students should try to adapt both methods in learning a second language in Malaysia. The students need to be taught on how to learn not only of the language but to practice the language as frequently as possible. The CLT method can help the students develop an insight into the language and prepare them into an environment where the language are the only one use to communicate. On the other hand, grammar-translation will help the students practice the language on their own where ther e is no exposition of the language around them.Teachers can provide materials for these students to facilitate or encourage them to learn it independently without being too dependent on teacher. CONCLUSION Various efforts, on both national and individual levels, have been poured into the strategies to improve students’ ability or command of English language. There are of course many methods in second language teaching which include the Grammar Translation Approach. This approach was historically used in teaching Greek and Latin and later modern languages.Experienced teachers said that if they did not engage the help of the mother tongue, the lesson would involve a lot more time and resulting in students that were indifferent and psychologically were not there. ESL teaching in Malaysia, with its traditional setting, is markedly different from that in the United States and Great Britain in that it is conducted in different social and cultural contexts. Yet this does not mean th at the communicative approach is not applicable in such a context. By practicing CLT alone, it might be hard for teachers to attract students to participate and thus wasting time in trying to facilitate them.So, as to make this approach work well in here, we must reconcile it with the traditional grammar-translation method that is still popularly used in Malaysia. The paper based traditional way of keeping records has been largely replaced by the electronic health records. This transition has helped largely towards the timely provision of the health services. The electronic health records take very less time when it comes to the cases of retrieving the details of a patient as compared to the old paper based way, which was used in keeping of records which at times could be faced with loss a patient’s data. This time saving feature has greatly helped towards the timely provision of health care to the patients. Taking too much time in records before attending to the patients could le ad to death at times. The various tools of health of health informatics as well as the health information technology have been on the increase as their use has proved to increase the efficiency in the information management practice that have been put in practice in the various health care sectors. The information management has also played a major role in provision of the quality health care. For instance, the information management in Nuance, bridges the clinical documentation improvements, the coding, compliance as well as quality. It has on the other hand provided a full complement of the healthcare solutions, which are very necessary for the clinical transcriptions. Day of Infamy Speech Given by FDR After Pearl Harbor

At 12:30 p.m. on December 8, 1941, U.S. President Franklin D. Roosevelt stood before Congress and gave what is now known as his Day of Infamy or Pearl Harbor speech. This speech was given only a day following the  Empire of Japans strike on the United States naval base at Pearl Harbor, Hawaii and the Japanese declaration of war on the United States and the British Empire. Roosevelts Declaration Against Japan The Japanese attack on Pearl Harbor, Hawaii shocked almost everyone in the United States military and left Pearl Harbor vulnerable and unprepared. In his  speech, Roosevelt declared that December 7, 1941, the day that the Japanese attacked Pearl Harbor, would remain a date which will live in infamy. The word infamy derives from the root word fame, and translates roughly to fame gone bad. Infamy, in this  case, also meant strong condemnation and public reproach due to the result of Japans  conduct. The particular line on infamy from Roosevelt has become so famous that it is hard to believe the first draft had the phrase written as a date which will live in world history. The Beginning of World War II The nation was divided on entering the second war until the attack on Pearl Harbor occurred. This had everyone united against the Empire of Japan in remembrance and support of Pearl Harbor. At the end of the speech, Roosevelt asked Congress to declare war against Japan and his request was granted that same day. Because Congress immediately declared war, the United States subsequently entered World War II officially.  Official declarations of war must be done by Congress, who have the sole power to declare war and have done so on 11 total occasions since 1812. The last formal declaration of war was World War II. The text below is the speech as Roosevelt delivered it, which differs slightly from his final written draft. Full Text of FDRs Day of Infamy Speech Mr. Vice President, Mr. Speaker, Members of the Senate, and of the House of Representatives:Yesterday, December 7th, 1941—a date which will live in infamy—the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan.The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with its government and its emperor looking toward the maintenance of peace in the Pacific.Indeed, one hour after Japanese air squadrons had commenced bombing in the American island of Oahu, the Japanese ambassador to the United States and his colleague delivered to our Secretary of State a formal reply to a recent American message. And while this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or of armed attack.It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately pla nned many days or even weeks ago. During the intervening time, the Japanese government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace.The attack yesterday on the Hawaiian islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition, American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.Yesterday, the Japanese government also launched an attack against Malaya.Last night, Japanese forces attacked Hong Kong.Last night, Japanese forces attacked Guam.Last night, Japanese forces attacked the Philippine Islands.Last night, the Japanese attacked Wake Island.And this morning, the Japanese attacked Midway Island.Japan has, therefore, undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday and today speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation.As commander in chief of the Army and Navy, I have directed that all measures be taken for our defense. But always will our whole nation remember the character of the onslaught against us.No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might will win through to absolute victory.I believe that I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost, but will make it very certain that this form of treachery shall never again endanger us.Hostilities exist. There is no blinking at the fact that our people, our territory, and our interests are in grave danger.With confidence in our armed forces, with the unbounding determination of our people, we will gain the inevitable triumph—so help us God.I ask that the Congress declare that since the un provoked and dastardly attack by Japan on Sunday, December 7th, 1941, a state of war has existed between the United States and the Japanese empire.
